The project goal is to establish cooperation structures in the area of trafficking in human beings on a regional level. The Regionel Teams will be composed of professionals of different backgrounds working in regional government structures, law enforcement agencies as well as NGOs

A project Improved National Cooperation Structures to Prevent Trafficking in Human Being is a part of ‘Schengen and Home Affairs’ program. It is worth  464 044,084 euro, where 394 438,11 euro comes from the Norwegian Financial Mechanism. The program is carried out by the Unit Against Trafficking in Human Being of the Department of Migration Policy in theMinistry of the Interior, and supported by International Organization for Migration (IOM).

The aim of the project is an establishment of regional cooperation structures to prevent trafficking in human beings, with respect to prior experience of establishment of the first regional Masovian Unit Against Trafficking in Human Being in 2010.

The project shall contribute to enhance the regional cooperation between stakeholders responsible for preventing and combating trafficking in human beings and those responsible for supporting victims.

Amongst members of regional units there are representatives of various public institutions,  law enforcement agencies and non-governmental organizations on a regional level. Participation of the members of a particular institution depends on the decision of a voivode. The units created so far consist of, primarily, the representatives of voivodeship offices, Police, Border Guards, prosecutor’s offices, the Employment Inspectorate, employment agencies, local government, education superintendence and educational institutions, and non-governmental organizations.

The institutional delegates who work on regional units’ assignments increase the efficiency of their actions by on-going exchange of information, as well as coordination of all carried out undertakings, including those of preventive character.

Thus, one of the outcomes of the project will be a more efficient management of preventing initiatives, since knowledge and experience of the unit’s members, and so their cognizance of the region will facilitate undertaking of specific preventive actions dedicated to particular groups, identified as risk groups. These actions shall be supported by diagnoses and analyses of potential dangers related to trafficking in human beings carried out by the units.

The creation of a network consisting of regional units shall constitute a foundation for the future regional referral mechanism of victim-oriented help.

Apart from the regional Masovian Unit against Trafficking in Human Being, which has been created in October 2010, the network consists also of:

Planned events

The most important element of the project Improved National Cooperation Structures to Prevent Trafficking in Human Being are trainings designed for the units’ members.

These trainings are dedicated to all stakeholders, involved in regional units, such as representatives of Social Policy Departments of Voivodeship Offices, law enforcement agencies, the Employment Inspectorate, local government and non-governmental organizations. Trainings will be provided by experts from the Ministry of the Interior, non-governmental organizations realizing the public objective of the National Consulting and Intervention Center for the Victims of Trafficking (KCIK), and representatives of law enforcement agencies.

Participants will become acquainted with current trends related to the phenomenon of trafficking in human beings, the most substantial law regulations, but also they will gain information on the subject of identification and support for the victims of human trafficking. The training will comprise a forum for exchange of experiences in the area of preventive operations organization, as well as good practices concerning the cooperation of all above mentioned institutions.

Furthermore, the training will give a chance for the discussion on the following issues:

• challenges related to the creation of a unit in a given region;
• priorities which shall be taken by a regional unit.

The trainings will start in June, 2015.

The inauguration meeting of the project Improved National Cooperation Structures to Prevent Trafficking in Human Being will be workshops for the voivodeship units’ coordinators. This will focus on development of competence in creating units, as well as knowledge gain and practical skills connected with the role of unit’s leader. The workshops, which will be organized for 16 coordinators- the representatives of voivodeship offices, aim at creation the future network of people and institutions concerned with the subject of trafficking in human being. The courses will be run by experts from the Ministry of the Interior and a well known specialist in teambuilding and management.

During the 3-days meeting in April (21-23 April 2015) the representatives of voivodeship offices will gain knowledge on the following subjects:

• the idea of a regional unit, its duties and way of functioning;
• their own roles as leaders;
• the realization of projects led by the Migration Policy Department of the Ministry of the Interior, co-funded by the Norwegian Financial Mechanism ‘Improved national cooperation structures to prevent trafficking in human beings’ and ‘ Improving Poland’s capacity to prevent trafficking in human beings’.

At the margin of the meeting for coordinators, on April 21^st, there will be also organized a promotional event attended by reporters, persons professionally dealing with the problem of human trafficking, and other guests. The event aims at public promotion of the project of regional units’ creation, as well as the Norwegian Financial Mechanism which co-funds inter alia the project Improved National Cooperation Structures to Prevent Trafficking in Human Being.

The project Improved National Cooperation Structures to Prevent Trafficking in Human Being will be summarized by a special event - a conference for the persons professionally dealing with the problem of human trafficking, both national and from abroad. The conference will be organized in cooperation with the International Organization for Migration (IOM). This will be an excellent opportunity to share knowledge and to learn about the best practices for the creation of regional units against trafficking in human beings, and the obstacles and challenges that were encountered by coordinators.

The conference will be also a chance to present actions taken by regional units in a form of a discussion board for exchange of information on human trafficking on a regional level and preventive actions undertaken (such as trainings, campaigns, actions aiming at increasing awareness of local communities etc.).

The second part of the conference will give an opportunity for representatives of Poland, Eastern Partnership, Romania and Bulgaria, as countries of origin of the human trafficking victims identified in Poland, to exchange the best practices related to the systems of regional cooperation as well as all stakeholders and their role in the mechanism of preventing and combating trafficking in human beings.

This will create a good basis for the future discussion on launching and/or enhancing regional cooperation in the above mentioned countries.
